Minutes of the Parish Council Meeting held on Tuesday 12th January 2021 via Zoom Conferencing

1.         Apologies for Absence.

            Apologies were received from Mrs Sue Osborne (South Somerset District Councillor) and Mr Roger Franklin (Parish Councillor)

2.         Public Open Forum

            No members of the public attended the meeting

3.         Declarations of Interest in items on the agenda (Pecuniary or non-statutory interests).

            The Chairman Mrs J Borland and Mr Frank Freeman declared an interest in item 11B in relation to the village hall.   No other councillors declared any interests.

 

4.         To approve the minutes of the Parish Council Meeting held on the 10th November 2020.

            The minutes were approved by the meeting and proposed for approval by Mr Frank Freeman and seconded by Mrs Julia Borland.

 

5.         Matters arising from the minutes not covered elsewhere on the Agenda.

            No matters were brought up for discussion.

 

6.          Planning Matters.

             West Crewkerne Parish Council is a Statutory Consultee for Planning Applications

and as such does not make the final decision on any application.  Any decisions        and comments made by the Parish Council will be fed into the planning process and added to the report by the Planning Officer.  South Somerset District Council is the Planning Authority and will issue the final decision notice (Planning Determination) once their investigations into the application, consultation period and decision making process has been completed.

 

A). Fuzzy Ground and concerns raised. 

B): 20/02394/PAMB Agricultural Building at Henley Manor Henley Crewkerne Somerset TA18 8PQ.  Notification for prior approval for the change of use of agricultural building to 5 no. dwelling houses.

Application permitted with conditions

C): 20/02195/FUL 9 Lily Court Clapton Road West Crewkerne Somerset TA18 8RA.  Proposed change of use of agricultural land to residential and proposed first floor balcony with associated French doors.

Permitted with Conditions

D): 20/02741/FUL 1 Axe View Axe Road Drimpton Crewkerne DT8 3RU.

Change of use of the single storey separate annexe from ancillary accommodation to short term holiday let.

E): 20/03499/HOU Highridge, Clapton Road West Crewkerne Crewkerne TA18 8PR.

Erection of a single storey extension to rear of dwelling.

F): 20/03289/HOU The Granary. Henley Manor, Henley Cross, West Crewkerne, Crewkerne TA18 8PQ.

Insertion of a conservation roof light to front elevation of dwelling.

G): 20/03290/LBC The Granary, Henley Manor, Henley Cross, West Crewkerne, Crewkerne TA18 8PQ.

Insertion of a conservation roof light to front elevation of dwelling.

H): 20/03273/FUL Land at Os4600 Peckmoor Farm Henley, Crewkerne Somerset.

Use of land for siting of 3 holiday lodges and formation of hard standings and trackways.

Awaiting decision.

 

7. Census 2021

The Chairman (Mrs J Borland) stated that the Census is still going ahead and she had displayed notices on the Parish Council Noticeboard at the village hall.

 

8.  Highway Matters

A. New drains between Hewish cross-roads and Copperfields are unsatisfactory.

After discussion over the above matter, the clerk was asked to e-mail Somerset Highways to ask them to clear out the drains and the gullies and in one place the water appears to have no drain to run into.

B. Drain on the B3165, the Clapton Road.

The above links up with the previous question and the Clerk to bring this up with Somerset Highways with regards to drains and gullies on this stretch of road.

 

9. Roundham

Avon and Somerset Police speed surveys  

Mr D Yeomans had circulated these surveys amongst the Parish Councillors.  After discussion amongst the Parish Councillors, of which the speed limit to be reduced to 30mph was considered a priority, the clerk was asked to e-mail Somerset County Council Small Improvement Team to ask when they proposed to undertake their follow up speed survey as the Small Improvement Scheme at Roundham had been completed.  The Clerk to also send to Somerset County Council the Avon and Somerset Police speed checks.

When the clerk writes to Somerset County Council, the councillors asked her to also mention that there appears to be road signs missing from Roundham.

The Parish Councillors discussed the speed limit in Roundham and they were all in agreement that the speed limit should be reduced from 40mph to 30mph through Roundham.  The consensus of opinion was to obtain further speed monitoring reports and then to present a case to Somerset Highways and the Avon and Somerset Police.

 

10. Reports from Councillors, including District and County Councillors.

Mr Mike Best (Somerset County Councillor) stated that some of the normal services at Somerset County Council and South Somerset District Council maybe delayed owing to the fact that staff have been seconded to the vaccination programme to help with traffic management, parking and administration.

Mrs J Borland, Mr F Freeman, Mrs C Broom and Mr B Carter had nothing to report.  Mr D Yeomans stated that the Coronavirus advice that Somerset County Council produced every week was very informative.  However, Mr D Yeomans asked Mr M Best if the people at Somerset County Council producing this advice could take off the historical data before they sent them out.

 

11. Finance

                   A) To pay:-

                        1. Clerk Salary £119.17  Cheque No. 344

2. HMRC  £29.60  Cheque No. 343

3. Zoom payment of £143.88  Cheque No. 345.  The Zoom payment had been paid by the Clerk on her credit card.

4. Back pay for the Clerk of 55.56 which has already been paid  Cheque No. 342

5. Tax on the above back pay of £14.00 which has already been paid.  Cheque No. 341

 

                    B) Agreement of the proposed Precept for West Crewkerne Parish for 2021/22.

The proposed Precept calculations had been circulated to all the Parish Councillors prior to the meeting.

The Precept was proposed for acceptance by Mr D Yeomans and seconded by Mr F Freeman and all Parish Councillors were in favour of accepting the Precept.

 

    12. Correspondence;

A): Various e-mails. Coronavirus updates from various sources, Avon and Somerset Constabulary, Somerset Waste Partnership and Rural Bulletin.

All Parish Councillors acknowledge receipt of the various e-mails.

 

13.   To confirm that the next meeting of the West Crewkerne Parish Council will be held on Tuesday 9th March 2021 probably via Zoom at 7.00pm
